The plot of Romance of Three Kingdoms 2 takes place, as in the first game, in ancient China during the Three Kingdoms era. In this game, the player or players will become military commanders and work to unify the provinces into a single country. The game now contains six scenarios for players to choose from. Scenarios are followed by a choice of character - a military commander, and then all the events, just like in the first part, take place on the map of China.

The gameplay of Romance of Three Kingdoms 2 is similar to Romance of Three Kingdoms, but also has some features.
